Village approves budget

Some questions remain


ELK RAPIDS - The Elk Rapids Village Council approved the 2008-09 fiscal year budget at their Feb. 19 regular meeting, but some trustees still have some questions about its contents.

TheÊcouncilÊvoted 5-1 to approve the budget, with TrusteeÊDon Marker casting the dissenting vote and Trustee Dan LeBlond absent. Marker said he was unsureÊabout several parts of the budget, including the purchases of a Chevrolet Tahoe for the police department, trucks for useÊby the Department of Public Works and the waste water treatment plant, and the addition of a part-time staff person in the village offices.

"I'm not in favor of passing this budget," Marker said.Ê"There's a lot of unanswered questions."

Marker admitted missing a preliminary workshop held by the council in January to work on the budget, and suggested holding another workshop in order to address his concerns.

Village President Dan Reszka said such a workshop and approval of the budget would have to take place before March 1, when the new budget year starts.

Instead, Reszka and Village Manager Robert Peterson pointed out that purchases over $5,000 must first be approved by the Village Council, meaning the vehicle purchases could be questioned at the time they were to be bought. The council also reviews and makes amendments to the budget several times during the year.

According to Police Chief Michael Miles, the village's bid for the Tahoe needed to be submitted by March 20, or they would have to wait for another bid processÊfrom the state to begin later this year.Ê

In other budget-related news, Peterson said he expects one of the village's lowest millage rates since 1994. Several factors, including Michigan's slumping economy, played a role in the lower rate.

The village also expects to receive $145,000 fromÊstate revenue sharing.ÊWhile it helps, it is not as good as it could have been, Peterson said. The revenue sharing has not kept up with the rate of inflation, meaning the village has not received as much money.

"Over the course of the years we've been out about a half a million dollars," Peterson said.

This year,Êhad the program keptÊupÊwith the rate of inflation, the village wouldÊhave brought inÊan estimatedÊ$238,900 from the program.Ê Ê Ê
